@sama If that's the case then perhaps the police aren't reporting correctly. Have you considered that perceptions could be manipulated by the media? In any case, here is FOIA data going back five years.
Review:
The DA's office is on record for having poor reporting, this has been covered by the SF Chronicle and The Marina Times. Many SFPD officers have reported that their arrest data wasn't reported. Everything coming out of the DA's office is suspect.
