While I do not agree with originals tweets opinion, he is calling the president a dictator as an option not in the literal sense. This personal opinion using ?rhetorical hyperbole? which is protected under the 1st amendment. See watts v. United States (1969)

President Joe Biden was elected by the people on Nov. 3, 2020. By definition of the US Constitution Pres Biden is not a dictator.
